How every device is hardened before dispatch

1. Clean install against verified keys. We install the current GrapheneOS release using the official signing keys, then re-lock the bootloader so verified boot can confirm the exact OS image on every start-up. A device whose bootloader is left unlocked cannot prove what it is running — re-locking is the step most self-installs skip.
